Vita homebrew browser cant download anything

Question about installing PKGj on a Vita. So I used the guide at https://vita.hacks.guide/ to get my Vita setup and everything looks good so far, but I didn't see anything on how to get PKGj and access to that free download store. I did see PKGj sitting on the Vita Homebrew Browser, though, so I downloaded that right away but it doesn't seem to be working.
